LOCATION: South-West of Monticelli (45°5'27''24 N 09°56'15''36 E), at an average of 41-44 metres above sea level, sub-level area with an inclination of about 1-2%, infrastructural assets SP10 (provincial road); PC-CR railway network to the South-East; first aquifer depth at 2-3 metres from soil level

ACCESSIBILITY AND SERVICES: connection to Caorso tollgate of A21 TURIN-BRESCIA motorway (5 km); nearest logistic centre situated in Piacenza, Le Mose (>10 km)

INFRASTRUCTURAL SERVICES: carriageway doubling in SP10 (provincial road) between motorway junction and the area; upgrading of the road network inside the area, with a possible new rail track serving as a link to the area; upgrading of technological networks (sewerage, water supply and purification plant networks)

CURRENT PLANNING RULES AND REGULATIONS: Municipal structural plan (PSC) approved in 2013_ under specific regulation drawn up after territorial agreement between the municipalities of Monticelli d’Ongina and Caorso (mixed logistic-production activities)

TERRITORIAL AGREEMENT: Drawn up on 26th January 2012 between the province of Piacenza, the municipality of Caorso and the municipality of Monticelli d’Ongina territorial surface of Monticelli municipality = 1,772,927 m2 assignment area for Monticelli municipality = 30% of its territorial surface permeable surface= 20% of its territorial surface

UTILITIES: water, gas, electricity supply networks, drainage system (mixed storm and waste waters), connection to water purification plant

GOALS: creation of a municipal and extra-municipal production centre; expansion of existing country road network in the areas adjacent the existing logistic centre, mainly for logistics and related functions; enhancement of means of transport, starting from the creation of the foreseen rail link; plants will have to be necessarily adjusted to current technological systems, particularly as for the drainage and purification plants; coordinating and integrating procedures with existing extra-municipal logistic centres will have to be implemented; transformation of the area into an APEA (Ecologically Equipped Production Area); expansion of service areas; plan of sustainable mobility; promotion of energy saving solutions

INTERVENTIONS OF TRANSFORMATION: the new activities will have to be planned in accordance with territorial, environmental and landscape characteristics. Considering the peculiar morphology and characterization of this functional area, the new settlements will have to be carefully planned after existing buildings and production activities, mainly due to the proximity of the two areas, to local access road network, to current technological networks, and to potential natural and environmental elements of interest, which have to be preserved; soil impermeability will have to be reduced as much as possible; the new activities will have to be settled near proper drainage and purification plants; the use of non-renewable environmental sources will have to be reduced; measures and devices for the prevention and/or reduction of air, sound and light pollution will have to be implemented, encouraging the use of alternative energy sources; proper separation, reuse and drainage of storm and waste waters systems will have to be planned; appropriate waste disposal system; maintenance and/or creation of woods, green border areas and existing trees, if required; preservation of the standards of an equipped ecological area; the use of demolition materials is promoted; the use of mitigation elements, such as native trees planting, will have to be planned; construction in accordance with existing buildings is favoured; sustainable mobility plan
